Stephen Fillmore, PhD
As the Principal of Wildfire Solutions International, Stephen leads a network of wildfire experts who are dedicated to serving you, just as they have done for their careers in public service. Stephen worked for Federal fire management agencies for 23 years before starting WSI, and is qualified as a Complex Incident Commander, Operations Section Chief, and a Type 1 Prescribed Fire Burn Boss. He holds degrees in Forest Resource Management as well as a Doctorate in Wildfire Social Science. His academic research focuses on risk decision processes and decision making.
Billy Lee Rickard
Billy retired after spending 31 years in the Federal fire service. He retired as the Regional Fire Director for the Fish and Wildfire Service in Sacramento, CA, but also worked as the Zone Fire Management Officer in Colorado and California for the National Park Service, Bureau of Land Management, and US Forest Service. Before that he spent 4 years working on Hotshot Crews and 15 years as an elite 'Smokejumper' in Boise and McCall, ID. He is qualified as a Type 2 Incident Commander, Operations Section Chief, Type 2 Burn Boss, Air Attack Supervisor, and is a qualified private pilot.
Billy Lee is WSI's Vegetation Management Coordinator, and is an expert at home inspection and risk mitigation assessments.
James Mitchell
Jim is the newest addition to the WSI Team and a long-time wildland fire professional serving in the San Diego County area, and beyond. Jim has completed the prestigious COCO 'Community Wildfire Mitigation - Best Practices' course and is well versed in community-based wildfire mitigation techniques and methods. Jim handles field evaluations as well as training for new associates at WSI.
Paul Kaiser
Paul serves as WSI's CTO and helps with oversight and development of our proprietary StructureGroup Pro software. Paul has been working in the arena of software development for more than 30 years and has worked for numerous high-end software development firms throughout the country in his career including working as technical support for technical support professionals.
